But with climate change, as some 500 year events seem to be coming every 5 years, I wonder if rebuilding in certain areas should end? Perhaps “Return to nature and rebuild elsewhere” should become our new call to action for regions where repeated destruction has become likely?

Cliff, that is a way to think about rebuilding. It is hard to leave a place you have been forever.
